Qualifications and experience in child psychiatry, adolescent psychiatry and adult psychiatry
Dr. Dikel is both a child/adolescent and adult forensic psychiatrist. He has over 25 years of experience providing testimony in criminal trials and civil litigation, and has provided expert witness testimony for prosecuting and defense attorneys, and as a friend of the court. He has provided expert diagnostic services to determine issues of diminished capacity, insanity defense, and clarification of the role that mental illness has contributed to an offender’s crimes.

Dr. Dikel’s forensic work includes comprehensive diagnostic evaluations, expert trial testimony and expert witness testimony in Educational Due Process hearings, consultation to defense and prosecuting attorneys and judges about psychiatric issues as they relate to criminal behavior, and consultation to Corrections, Social Service, Education and Mental Health professionals about their clients’ antisocial behaviors and/or alcohol and substance use disorders.
Corrections, justice and mental health
He works with corrections systems to encourage mental health screening of prisoners to identify underlying disorders that, when treated, significantly reduce the likelihood of recidivism.
Working with courts, schools, and school boards
He also works with attorneys on public policy issues, and is a member of the Council of School Attorney's Individuals with Disabilities Education Act (IDEA) reauthorization task force of the National School Board Association (NSBA). He has coauthored several articles on school mental health law. He also has extensive experience in providing continuing legal education presentations about mental health topics.
